THE THIRD MOVE is the strangest to new readers of the codex, and the one its compilers considered the most important: the plan does not merely want fewer people. It wants different people. The goal, in the posters’ language, is to replace “normal people” — sovereign, unpredictable, spiritually awake human beings — with a population that can be administered: compliant, programmable, and permanently monitored.
The transmissions describe five substitution channels running in parallel. First, mass migration and demographic replacement, engineered to dissolve cultural cohesion. Second, clones and synthetic humans — “already in progress,” the posters add in a parenthesis that later chapters expand. Third, the technological overlay: AI, transhumanism, neural control, and social credit systems, together with synthetic biology and AI-driven education — a social-engineering pipeline designed to reshape society into “compliant, controllable masses.” Fourth, an AI-and-robotics workforce, replacing not only labor but the economic leverage of the worker. Fifth, the predictive programming of culture itself: media, entertainment, and even “fiction” that normalize collapse, authoritarianism, and the coming “new order” before it arrives.
What unites these channels is the property the planners value above all others: controllability. A controllable person, in the codex’s definition, is one whose information is curated, whose movements are tracked, whose money can be switched off, whose behavior is scored, and whose consent has been engineered in advance. “Track, monitor, and score every citizen,” one poster instructs its imaginary cabal. “Digital ID, CBDC, and social credit system to enforce compliance.”
The endgame chain printed at the bottom of the playbook posters reads like a flow diagram of the whole first movement of the plan: internal collapse leads to loss of sovereignty; loss of sovereignty leads to centralized power — one authority, one system, one currency, one narrative; centralized power leads to the one world government; and the government’s vision for its subjects is printed beneath a crown: “You own nothing. You have no power. You comply.”
It is worth noting how the codex frames the resistance to this move: not as violence, but as refusal to become replaceable — a population that thinks for itself cannot be swapped out for a programmable version. The substitute only works on people who have already surrendered the inner territory.

OWN THE NARRATIVE — “Six corporations control 90% of global media. Information is scripted, dissent is censored.”
Replacement — the substitution of controllable people for unpredictable ones — is the theme with the most paper in the open world: the control grid the posters describe is, in its components, publicly documented policy and scholarship, while the clone itself remains the genre’s own creature.
